The Daily Fail is also reporting this rumour, predictably no source is given, so I am automatically assuming it has no basis in fact whatso-bleeding-ever.

Sorry I meant if we sign Caulker on loan rather than paying to permanently sign someone else as defensive cover, which is what is expected, we will be able to strengthen elsewhere

Would be much happier with this that Capoue to be honest - as TDA said, the french league is generally championship standard - £10 mill is way too much in my view.

Insane signing if this happens, I'd assume it's a loan move but if we are signing him for 7.5m-8m that is good business, only 21 years old so has plenty of time to get even better, Cahill went for quite a bit to Chelsea so if he performs well we can recoup some of his transfer fee.
