If I were him then my answer would be no. Why would I? I'm already part of a squad who have as much chance of promotion as Fulham does and also where I'm already involved in the first team. Why risk it?

Ah yes, but you're forgetting the MORE MOOLAH factor Mr Rhys which very much sways Fulham in his favour (assuming they can still offer more wages than us, of course).

Pleased to hear that Joe has turned down a better contract to stay here...as Warnock said, it says a lot about the club right now and the player himself

Yeah, that would suggest there is genuine confidence in the club, manager and style of play. It's nice to see players being courted by potential promotion chasers, and that player turning the offer down. Would suggest either we are in a good place or the player lacks ambition. Everything tells me we're in a pretty good place right now.
