Uefa Licenses for European Competition

I have been watching some of the Malaga vs Raya Vallecano match and it was mentioned that both clubs had qualifed to play in Europe this season but were denied licenses to allow them to.
It seems in the case of Raya that it is the second time this happened to them? Does anyone know the reasons behind these decisions? There is mention of the fair play financial regulations which makes me wonder if Spanish clubs are run in a more haphazard and uneconomic way to clubs in the English Premier or perhaps that those same rules haven't kicked in for the Prem yet in the same way.
I can't remember an English team qualifying then failing to be granted a license but is this something that could happen more in the future?

Way to technical for me toast! All I've known really is the football league, championship and below, European football hasn't really been on my radar at all. Probably should start paying more attention.
