Not sure about the financial implications to clubs on this one but I have always felt 24 team divisions are too big. Less fixtures might help even it out for teams with smaller squads too.

I think an extra division would increase the gulf in quality between tiers even further.
I would make a case for going back to two equal level third divisions with a geographical split. That would save expense as there would be far less travelling to away games and more derby type games to increase revenue. A two up (one auto, one playoff) from each division with four down from League One.
