Ludicrous traffic planning / maintenance

Does anyone here know anyone charged with the maintenance of the highways and byways? If so, can you pass on the following rant?
Have seen a couple of ludicrous cone related incidents over the past week, but the best was horrendous queues on Eastern Avenue in Cardiff due to a lane closure. This went all the way from Llanedeyrn interchange to a fair bit past the St Mellons turning. A couple of miles of hard shoulder and inside lane closed to all. I finally got to said incident and found it was all for a single ferking van, with two blokes chopping branches down to clear a large sign
Seriously, could this not be done at night with floodlights, or at least, only close off the hard shoulder?
Any more road based anecdotes that make you want to cry with exasperation out there?

It'll be Cardiff Council, who are the highway authority for all the local roads in Cardiff - they will undoubtedly say it's health and safety. They need to have a 'safety zone' between the workers and moving traffic, especially fast-moving traffic on the eastern avenue. The hard shoulder isn't a full lane width like you get on a motorway, so probably considered insufficient, hence taking the nearside lane out as well. The length of closure probably meant they were gradually working their way along the whole length pruning the roses. They'd rule out night work on the grounds of cost, I expect (floodlights and the exorbitant rates of overtime they pay their staff).
