He doesn't explicably say it, but you can make your own mind up on what 'being more cynical to attract penalties' indicates he wants.
I have to say, it's becoming a very cynical sport generally . Penalties are supposed to be primarily a punishment for a team that have broken the rules, only inadvertently benefitting the opposing team. I don't think any team has a 'right' to win more penalties.

I suggest he means the second of the following dictionary meanings of Cynical, or does he? ha ha ha.

and on the basis of those meanings, I would also suggest that he be prepared to see his players cynically laughing when they get more yellow cards.
