After West Ham threatened the FA with legal action, the FA have decided to review the case again in a tribunal. Funny that, threatened with a court case that could hit their wallet and suddenly they give a damn.

Regardless of whether he connected or not, Carroll shouldn't be swinging his arms around.  

That said, if the decision is up for review, then the FA should also consider taking retrospective action against Chico for his shameful "simulation".

I don't think he did anything wrong, at all. Chico had him by the throat and nearly pulled him down onto his back, I think using your arms to keep you upright and stable is not only reasonable but also a natural reflex to falling over. Besides, Chico was crouching at the time, if he was standing upright the arm would of just hit him in the chest. Carroll was looking in the other direction so would of had no knowledge that his arm was about to hit Chico in the head.

Agreed, it's logical that if Carroll is innocent that Chico is guilty. But the FA is far from logical.
