The two 'phoenix' clubs, Barry Town Utd and AFC Llanelli, have been refused entry to the Welsh Football League, and have been told to start right at the bottom:

If they started in the top division of the parks league and won it, they would be promoted to either the South Wales Senior or Amateur Leagues, both of which have 2 divisions which would need to be won. If succesful, they would face a play off game against the winner of the other league to get into the third division of the Welsh League which isn't a easy division to get out of (Pontypridd pay players well at this level but have finished 4th two years running). At this stage, they need to be promoted 3 times to get back to the Welsh Premier provided they meet ground, financial, and academy requirements.

Llanelli would have to join the Carmarthenshire league, which has four divisions. they'll be very lucky if they can enter the Premier division. If it's a case they have to start at the bottom, i'd be surprised if they'd bother.
