As they are under transfer embargo until 31 August and, after the loanees have returned to their parent clubs, Watford could be left with just 14 professionals......and serves them right!
However, the following article points out that 31 August is a Saturday and therefore the transfer window might be extended until the Monday 2 September, which would allow them to complete transfers after the expiry of the embargo.
This is another loophole that needs to be closed, otherwise Watford potentailly suffer a much reduced penalty.......

It really is pathetic that nobody in authority took note of what day the 31st falls on. Perhaps it should have been worded more along the lines that "no transfers were to be permitted during the summer window".
As you say, how many of the loanees would now want to join permanently is another matter. After all it is another year of Championship football.
In addition, had they been promoted, then the Premier League windfall would have funded a large proportion of the transfer pot. Unless there is a large injection of funds from the owners, then they may struggle.......one can hope!

As the article states Watford are still likely to be able to sign players as long as each transfer has the I's dotted and the t's crossed by the league. I think the embargo will be a non event and Watford will be able to sign players fairly normally
The bigger issue I think is how many loan signings they can convince to sign permanently. If the answer is not many then they have a lot of work to do.
